RALEIGH, N.C. (AP) _ North Carolina legislators are planning their first votes on a proposed budget of nearly $21 billion to fund state operations for this year.

The state House and Senate have scheduled votes Tuesday on the budget that was negotiated from separate spending plans each chamber approved earlier. The budget is expected to pass after votes on both Tuesday and Wednesday.

The budget includes no pay raises for state employees and teachers, but provides five additional vacation days. The plan offers $10 million to compensate victims of the state's forced sterilization program. It cuts education spending from kindergarten to public universities by $480 million over two years.

Gov. Pat McCrory is set to sign into law Tuesday a package of tax cuts worth $524 million over the next two years.
